The pilot hails from CBS Television Studios. LeBlanc will serve as executive producer along with Michael Rotenberg and husband and wife writing team Jeff & Jackie Filgo, who penned the script.
Perry is currently starring on CBS' "The Odd Couple" remake.
LeBlanc is already highly in demand this season - it was recently announced that the actor will join the new iteration of "Top Gear" as host alongside presenter Chris Evans.
The actor currently stars on Showtime's "Episodes", playing a heightened version of himself.
The future of "Episodes" has yet to be determined, but the show will start filming its fifth season in London in April, and his role in "I'm Not Your Friend" is in addition to those prior commitments.
