The division bench headed by Chief Justice Uma Nath Singh and T N K Singh also directed East Khasi Hills district Superintendent of Police M Kharkrang to ensure the appearance of Adelbert Nongrum, the chief executive member of KHADC, in person during the hearing.

"He (Nongrum) seems not to exercise restraint. I direct him to appear in the court on Monday. East Khasi Hills police to ensure his appearance," the chief justice said during the hearing on the contempt charges against him today.
