These suggestions were made by members including former Railway Minister Lalu Prasad, while participating in a discussion on amendments to the Railway Property (Unlawful Possession) Act, 1996.

The amendment bill, which seeks to provide more powers to officials of the Railway Protection Force (RFP) was earlier approved by the Rajya Sabha. It was moved by Railway Minister Mukul Roy in the Lower House.

Participating in the discussion Prasad (RJD) said the government should come out with a comprehensive law to deal with theft and misappropriation of railway property and the drive to evict people from occupied land should begin from Kolkata.

The amendment, he said, was intended to please Railway Protection Force (RPF), which wanted more powers to deal with the offences relating to theft of railway property.

BJP member Lalji Tandon too pleaded for a comprehensive law to deal with theft of railway property.

He also suggested that the law should provide clear definition of various terms used in the legislation and officials should be designated to look after railway land and other property.

He also demanded that the railway should build an inventory of the railway land and property.

The others who participated in the debate were Arjun Charan Sethi (BJD), Shailendra Kumar (SP), Vijay Bahadur Singh (BSP), Bhudeo Choudhary (JD-U) and Prabodh Panda (CPI).
