In an advisory to governments of Naxal-hit states last month, the Intelligence Bureau had asked them to brace for increased Tactical Counter Offensive Campaign during the coming summer months and to be ready with defensive and offensive measures during the period.
Despite such a warning, the Naxals had succeeded in kidnapping two Italian nationals and an MLA in Odisha and a district collector in Chhattisgarh. Though the Italians and MLA were released, the collector still remains in their captivity.
The snooping agency had advised them to organise intelligence-based operations by specialised forces, laying ambush at points, formation of counter action teams to neutralise Maoist action teams, organise largescale propoganda against Naxals.
It also asked them to neutralise active militants by conducting raids and cordon and search operations, conduct joint inter-state operations by state forces and central forces and concentrate on collecting local intelligence.
The agency had advised Naxal-hit states to keep a strict control over movement of security forces, alarming possible targets which include informers and politicians, enhancing security of police establishments, avoiding unnecessary movement of troops in sensitive areas and review of targets attacks during last seaon.
