Singh, who was here to inaugurate administrative building and barrack of sixth battalion of Shashastra Seema Bal at Nanpara, said that the Centre had given Rs 5,000 crore to UP under the programme, but it was unfortunate that only half of the fund was utilised by the state government.
He said that with proper implementation of the programme, there could have been a speedy development of border areas.
Appreciating global position system based PMS software to keep an eye on patrol by jawans, the minister said that the system would be implemented for all para military forces soon.
He also released a manual to operate the system on the occasion.
Singh said that 5,000 to 7,000 more women would be recruited in para military forces by 2014 as those recruited earlier have proved their utility.
He said that work on constructing 640 kms long road with a cost of Rs 1,600 crore in areas bordering Nepal has started.
Singh also inaugurated six border outpost of Bahraich and Balarampur districts and felicitated 112-year-old freedom fighter Ram Chandra Singh, who was in Azad Hind Fauj.
