MP Speaker orders formation of panel on promotions in govt

Madhya Pradesh Assembly Speaker Narmada Prasad Prajapati Sunday ordered formation of a committee under Chief Minister Kamal Nath to discuss the vexed issue of implementation of promotions in government departments.

The committee comprises four members each from the treasury benches and the opposition.

The speaker said he would set an appropriate date for the meeting of the panel in the Assembly premises.

Prajapti gave the ruling after senior MLA Sitasaran Sharma drew attention of the House to "flaws" in implementation of the promotion policy, claiming that while class-I employees were enjoying benefits of promotion others are being deprived.

Leader of Opposition Gopal Bhargava said the issue needed to be resolved soon, as it involves a large number of people.

 

General Administration Department Minister Govind Singh said the Madhya Pradesh High Court in 2016 had set aside the provisions of reservation in promotions in MP Public Service Rules.

He said the government had moved a Special Leave Petition (SPL) in the Supreme Court on May 12, 2016.

Bhargava said he Speaker enjoys immense power as is evident in the Karnataka Legislative Assembly, and sought a ruling on it.

BJP member and former MP legislative affairs minister Narottam Mishra sought the Speaker's intervention, saying suggestions of bureaucrats are not helpful on the matter.

MP Culture Minister Vijaylaxmi Sadho said she also wanted to knwo about the nitty-gritty of the issue.
