MPHRC seeks report on shifting of sick prisoner

Madhya Pradesh Human Rights Commission has sought a report from prison authorities here in connection with a prisoner who suffered a heart attack while he was being shifted to Betul from Bhopal Central Jail.

The prisoner, Ramswaroop, was arrested under section 302 of the IPC in Betul last year.

He was shifted to Bhopal Central Jail on October 28 on the directives of court of Betul's Additional District Judge as Ramswaroop was a heart patient, a MPHRC official said today.

But the jail authorities in Bhopal overlooked the court order and after declaring Ramswaroop fit, sent him back to Betul on November 6.
 

However, when police constables reached Bhopal bus stand for taking him back to Betul, Ramswaroop suffered a heart attack there itself. He was rushed to Hamidia hospital here where he is now undergoing treatment, he said.

Ramswaroop's wife Savita Kaithwal alleged that her husband was beaten by the jail staff in Betul and Bhopal and that she had also complained to the senior officials in this regard, but in vain.

Taking cognisance of the matter, the MPHRC yesterday issued notices to the Director General (DG) Jail and Central Jail Superintendent to file a detailed report on the issue.

The Commission asked how and under what circumstances the prisoner suffered heart attack, whether he was given proper treatment, was he examined properly before being sent to Betul and if he was sick then why he was sent to Betul, the official added.
