Manish Tewari (Congress), N K Singh (JD-U), Naresh Gujaral (SAD) and Jayant Chowdhury (RLD) are learnt to have told Singh that there is a need to examine the issue with an open mind.
Last month, the Ministry had barred IPRS from receiving contributions from the US-based NGOs Ford Foundation and Omidyar Network citing intelligence reports.
Immediately after the decision, Singh and a nominated member from Rajya Sabha had met Home Minister Sushilkumar Shinde.
According to reports, the IPRS, Mumbai had applied for "prior permission" from Home Ministry to receive USD 555000 as donation from Ford Foundation, and USD 1000000 from Omidyar Network.
The ministry reportedly refused permission after concluding that research analysts belonging to the institute were in "direct engagement with legislators and MPs".
IPRS's parent organisation is New Delhi-based PRS Legislative Research, which claims to provide a comprehensive and credible resource base to access Parliament-specific data, background information and analysis of key issues.
