Housing society body, Maharashtra Societies Welfare Association (MSWA), has decided to launch a mass agitation on Sunday to highlight the alleged complexities related to granting of 'deemed conveyance'.
MSWA, a registered non-profit governing organisation, has alleged that the concerned officials of the revenue department responsible for granting deemed conveyance to the societies are playing spoilsport and have repeatedly turned a deaf ear to their demands.
"Now we have no option left, but to resort to mass agitation. Representatives of thousands of housing societies which have been denied conveyance would gather in suburban Dombivli on June 28 and convey their anger to local MLAs and MPs," MSWA spokesperson Sunil Sharma said.
"The GR issued by the state government clearly states that to get the deemed conveyance, a society needs to provide as many as 12 documents. But the officials are pressurising society office-bearers to produce even 25 documents, that has killed the motive of issuing GR and granting deemed conveyance has become a dead dream," he said.
In a statement, the MSWA said that in Mumbai and neighbouring Thane, there are almost 45,000 housing societies awaiting deemed conveyance. Almost all of these buildings are 20-30 years old and are in dilapidated condition. They are urgently in need of repairs or redevelopment.
Only after executing the conveyance, the legal ownership of the land and the building is transferred to the society; till such time the society has only possession rights without any legal right for re-development or any other commercial benefit.
"When government has come forward with deemed conveyance, then why it is not ensuring it to be properly implemented? Why the procedures have not been simplified?" MSWA chairman Ramesh Prabhu said.
However, refuting the allegations levelled by housing society experts, Thane's Deputy District Registrar (DDR) Dilip Udan said, "No such extra documents are sought unnecessarily from the applicant societies.
