Sinha replaced Aditya Swaroop, who was shifted to the departments of Personnel, Administration and Raj Bhasha as the principal secretary, an official release said here.
Sinha has also been given additional charge of Information Technology.
D K Tiwari, who had been the principal secretary to former chief minister Arjun Munda and waiting for posting, has been given the charge of the HRD while the HRD secretary has been transferred to Animal Husbandry and Fisheries department in the same post.
Jharkhand is now under President's Rule after the Arjun Munda government fell on January 8 following JMM's withdrawal of support to the BJP-led coalition.
