CBI's senior public prosecutor A H Khan argued that trial of the case had now much advanced, so the bail should not granted.
However, defence counsel Mahendra Morya said the agency had not produced any substantive evidence against Gurjar, so he deserved a bail.
Judge Anupam Srivastava reserved his ruling after hearing both the sides.
Gurjar is accused of mowing down Singh when the latter tried to stop a tractor-trolley, loaded with illegally mined stones and being driven by Gurjar, in Morena district of Madhya Pradesh on March 8 this year.
