Navi Mumbai airport: CIDCO can take non-aeronautical rev share

The Civil Aviation Ministry has approved CIDCO's request to let it share non-aeronautical revenue from the bidder, removing a potential bottleneck in the bidding process for the proposed Rs 14,500-crore Navi Mumbai International Airport.

The Ministry has approved 'the shared till' model, a request made by the implementing agency City and Industrial Development Corporation (CIDCO), after the bidders sought clarification on the matter.

The model allows the operator to retain a percentage of non-aeronautical revenue (from retail shops/concessions in terminal building, parking charges, etc.) from the airport.

With the approval in place, CIDCO has once again extended the deadline for submission of RFQ to January 28.
 

"With the approval of shared till model, a major bottleneck has been removed and CIDCO would now be going ahead with the bidding process. The date of submission of RFQ has now been fixed as January 28, which will give bidders sufficient time to firm up their proposals and ensure active participation in tendering process," CIDCO said in a release.

CIDCO, which had invited RFQ in February this year, has extended the deadlines for submission five times -- July 30, September 2 and October 31 and then December 10.

"The approval of a competitive regulatory framework for the airport reiterates the new government's commitment towards infrastructure development as a foundation to the country's economic development," CIDCO said.

Leading companies like Zurich Airport, Ferrovial Aeropuertos, Tata Realty & Infrastructure, Mumbai International Airport (GVK), Srei Infra Finance, Samsung-C&T, IL&FS, GMR Group, Essel Infraprojects, Gensler of US, UK Trade & Investment, and Vinci Concessions India, among others have shown interest in developing the airport.
