NCSC asks Har govt to rehabilitate Bhagana Dalits

The directive has been given by the panel chief P L Punia in Delhi after a hearing today.

It said the families would be summoned to the office of the Deputy Commissioner before these were sent back. Harmonious environment has to be restored in the village before their return to the village.

The commission directed that the government would depute adequate force in the village along with a magistrate to ensure their security. And the families would be allowed access to drinking water and transport facilities.

The directive said no encroachments would be permitted on common land and members of these families would be provided employment under MNREGA and the ceiling of 100 days a year would not apply to them.

 

The commission also directed that the government arrange for financial help to the family of Raj Kumar who had committed suicide. The government should also ensure sustenance of the family.

On July 17, a three member team of officials of the National Human Rights Commission had conducted probe into the circumstances that led to Dalit families of Bhagana village here leaving their village and squatting at the Mini Secretariat.

They have refused to return to the village even after compromises were worked out between the Dalits and the upper caste villagers several times.

The verdict of the court had been in favour of Jats because the ancestral land belonged to them.
