As soon as the House resumed in the post-lunch session
at 2 pm, agitated BJP members led by Prem Kumar continued with their demand for sacking of Prohibition, Excise and Registration department Minister Abdul Jalil Mastan for his undignified remarks against Prime Minister Narendra Modi.
"What problem the Chief Minister has in taking action against the minister when Lalu Prasad and Rabri Devi have also supported action against him. The CM says he neither protects nor implicate anyone, then why he is not taking action against the minister who made undignified statement against the PM," Prem Kumar said.
The BJP members rushed to the well and sat on dharna raising slogans against the government demanding Mastan's sacking.
Speaker Vijay Kumar Choudhary tried to pacify the BJP members with his repeated request to them to take their seats and participate in the debate on Budget 2017-18 but they did not relent and continued with their sloganeering in the House.
The Speaker, who initiated the debate on Budget, adjourned the proceedings till 3:30 pm after 20 minutes of din and uproar in the House.
Even RJD MLA Rajendra Kumar spoke on Budget amid uproarious scenes.
In the din, the Finance minister Abdul Bari Siddiqui read out his reply amid din, pandemonium and sloganeering when the House met at 3:30 pm again.
In his reply, Siddiqui rebutted the opposition's claim that it is a lacklustre Budget with no focus - spelled out his government's priority saying that the Grand Alliance government has put "development, poverty alleviation and financial stability" in the foreground of its agenda. Siddiqui, who could not complete his reply, tabled his written reply on the floor of the House.
In the end, when the House was about to be adjourned, Chief Minister Nitish Kumar made a comment in lighter vein over opposition members staging sit-in in the well requesting Speaker "These members are sitting in the well of the House. They have parched throat (due to slogan shouting). Please get them water.
