Union Minister Piyush Goyal today said the Tata Institute of Social Sciences here should design a training program in ethics and leadership for ministers, bureaucrats and public sector employees.
"I wish TISS considers creating a training program for ministers. We do need training on ethics, on providing visionary and decisive leadership," Goyal said at the 76th convocation ceremony at TISS.
Behavioural science was something the public servants, be it ministers, bureaucrats or the PSU employees, must learn, the Power and Coal minister said.
"I think behavioural science is something that impacts the society so deeply that possibly we could work together to create some programs...," he said.
The people in the "public service or public engagement... need to learn how to deal with the poor person who may come to your door asking for help," he said.
"I believe some sort of on-the-job training, a continuous learning program for public servants could be an interesting dimension of the institution to consider setting up or working on. We could probably start with Mumbai or Maharashtra and then take it forward to next level," the Minister said.

Goyal further said that efforts and commitment of all stakeholders made Renewable Energy (RE) targets achievable.
On the occasion, Goyal gave away 41 awards to the best performing ministries/departments, state/UT Governments, State Nodal Agencies, State/UT Electricity Regulatory Commissions and Channel Partners during the event.
Forty-four ministries and departments also presented Commitment Certificates for developing Rooftop Solar (RTS) power.
Speaking on the occasion, Cabinet Secretary P K Sinha said that the biggest challenge comes from within the sector.
He stressed, "We have to work out business model in consultation with the regulators which is beneficial for both discoms and consumers."
Sinha said that although involving residential house tops for installing rooftop solar projects will not be that easy but will be worth the effort since it will provide volume to the initiative.
P K Mishra, Additional Principal Secretary to Prime Minister, said that rooftop solar power is going to play an important role in the government's efforts towards renewable energy and sustainable energy initiatives.
Congratulating the awardees, Mishra said, "I am sure that this workshop will provide new insights and help in redefining new parameters of success in this sector."
Interacting with the stakeholders, Ministry of New and Renewable Energy Secretary Upendra Tripathy said the government has received 3200 MW commitment certificates from 44 ministries and departments.
He also informed about the 10-point step-by-step agenda to encourage rooftop solar power in the country.
