The government of Prime Minister Baburam Bhattarai had planned a Cabinet today to bring the budget and it send to President Ram Baran Yadav for approval.

"The plan was called off until November 16," Cabinet sources said.

The government would face problem to pay civil servants their salaries if the budget is not endorsed by November-end.

Devendra Poudyal, the political adviser to the PM, said the government would initiate talks with other major parties to forge consensus on budget during the period.

Earlier, main oppositions parties had submitted a memorandum to the President requesting him not to endorse the budget ordinance without a political consensus.

The opposition parties were of the opinion that the caretaker government has no authority to introduce a full-fledged budget through an ordinance and they will oppose any such move by the Maoist-led alliance.

Bhattairai had dissolved the Constituent Assembly after it failed to write the new Constitution within the May 27 deadline and announced fresh elections to be held on November 22 this year, a move strongly opposed by the opposition parties.

Meanwhile, Finance Minister Barsha Man Pun called on the president and briefed him about the development.
