NHRC asks Haryana govt to pay Rs 3 lakh to families of

The National Human Rights Commission (NHRC) today asked Haryana government to pay a compensation of Rs 3 Lakh each to the families of two persons who died due to electrocutions two years ago in Faridabad.

The Commission issued a show cause notice to Haryana government, through its Chief Secretary, as to why monetary relief should not be paid to the next of kin of Prahlad and Rahul Mandal who died due to electrocution on August 28, 2011.

It has also sought compliance report along with proof of payment within six weeks.

The Commission in its order said the two duo were electrocuted due to negligence of Dakshin Haryana Bijli Vitran Nigam (DHBVN).
 

The Commission concluded there was a violation of human rights to life due to the negligence of DHBVN officials and it being an undertaking of Haryana government, the state was liable to compensate the family suitably.

Earlier, in response to the Commission's notices, DHBVN and the Police Commissioner, Faridabad, in their inquiry reports confirmed the death of two persons due to electrocution but said the incident was accidental and not due to the negligence of electricity department personnel.

The Commission, during the course of inquiry, also sought a report from the Chief Electrical Inspector, government of Haryana.

In his report, the officer held DHBVN responsible for infringement of rule of Indian Electricity Rules (IER) on the 11 KV line, which led to this fatal accident.
