The National Human Rights Commission has issued a notice to the Haryana Health Department in connection with the delivery of a baby in the park of a hospital in Panipat.

According to an NHRC statement today, the notice was issued after the Commission took suo motu cognisance of a media report that on April 16, a woman delivered a baby in a park of the Civil Hospital in Panipat after she was referred to PGI-Khanpur at an advance stage of labour.

Observing that the contents of the media report, if true, raise a serious issue of violation of human rights, the NHRC issued notice to the Haryana Health Department Secretary calling for a report within two weeks.

Reportedly, the woman, Sonia, experienced labour pain in the morning of April 16 and was taken to the Primary Health Centre but on account of non-availability of doctor there, she was brought to the Civil Hospital.

According to the doctor at the hospital, Sonia was anaemic and the hospital did not have any blood unit. Therefore, she was referred to PGI-Khanpur.
