National Human Rights Commission today issued notices to the district authorities of Jhansi in Uttar Pradesh over the alleged torture of a Dalit youth who was "thrashed and forced to eat human excreta".
According to an NHRC statement, notices have been sent to the District Magistrate and Senior Superintendent of Police (SSP), Jhansi, Uttar Pradesh and a report has been sought within two weeks from them.
The notices were issued after the commission took suo motu cognisance of media reports that the Dalit youth, identified as Sujan Singh, was allegedly thrashed and forced to eat human excreta by some influential people in Khera Village of Jhansi on September 18 over a land dispute.

The father of the victim had alleged that the family had been receiving death threats. He had claimed that they had informed the police but no action was taken.
However, according to media reports, after the incident, a case was registered against five persons on the instructions of Senior Superintendent of Police (SSP).
"The contents of the press report, if true, raise a serious issue of violation of human rights of the Dalit victim," NHRC observed.
