"The current power situation is also a challenge," he said after unfurling the Tricolour at the Gandhi Maidan here.
Kumar promised not to seek votes from people in the next Assembly polls if he failed to improve power situation by then.
"Sincere efforts are being made for improvement in all levels of transmission, distribution and production of electricity and we have evolved a comprehensive plan for the purpose," he said.
Kumar said expansion programme of Barauni Thermal Power Plant will be completed by 2014.
Pointing out that power units were also being set up in the private sector, he said the government's aim was to supply power not only to consumers within Bihar but also to other states.
Promising to rid the state of scams, he said, "Corruption is making the society hollow and it is extremely necessary to check it....I have full confidence that we will be able to stamp out corruption (from the state)."
Kumar said a strong three-member Lokayukta has started functioning in the state and the chief minister, public representatives, the chief secretary and all government employees and police officials including the DGP would be brought under its purview.
"Not only this, there will be no role of the government or chief minister in the selection process for Lokayukta. We have made the process completely transparent," he said.
