The Congress Screening Committee headed by V Narayanasamy today finalised criteria for selecting candidates for the December 4 assembly polls in the national capital.
The committee is likely to finalise a panel of candidates by Sunday which will be sent to Central Election Committee headed by party president Sonia Gandhi.
Sources said in today's meeting, the committee decided not to give tickets to those who suffered two consecutive defeats in either assembly polls or municipal elections.

It has also been decided to not to offer tickets to anybody who is not a resident of a constituency from where he or she has desired to contest.
The committee has already taken a in-principle decision to give tickets to all sitting MLAs, barring a few who have serious criminal charges against them.
The sources said Chief Minister Sheila Dikshit and DPCC President J P Agarwal have already prepared a panel of probable candidates for each of the 28 constituencies where Congress candidates were defeated in 2008 assembly polls.
Besides, Narayansamy, other members of the Screening Committee include Bhubaneshwar Kalita, Shakeel Ahmed, J P Agarwal, Dikshit and Kuldip Nagra.
Around 1,600 Congress men have applied for tickets.
