No furlough to rape convicts in proposed new Jail manual

Maharashtra Government will not allow furlough for rape convicts as per the proposed new Jail Manual which will be notified soon, a senior official said today.

The manual, which has been revised after more than 30 years, also restricts new constructions in the prison area.

Similarly, all jails will have medical facilities.

Principal Secretary (Home) Vijay Satbir Singh said the proposed manual has already been approved by Chief Minister Devendra Fadnavis.

"The draft manual which has been approved by Chief Minister will be notified soon for implementation. In the proposed new manual, convicts of rape would be denied furlough," Singh told PTI.
 

The new manual also deals in detail with the norms for furlough and parole regarding duration and formalities. Inmates will be categorised as per duration of their imprisonment and accordingly furlough/parole will be decided, he said.

Furlough is a temporary leave of absence granted to a prisoner under special circumstances, such as the need to attend the funeral of a family member, or for a special purpose, such as participation in a work programme.
