The Kerala High Court on Thursday ruled that no-object certificates (NOCs) from village officers are mandatory for carrying out constructions in government- assigned land.
Justice A M Muhamed Mustaque gave the order on a plea challenging a government order making NOC from a village officer compulsory only in eight villages in Idukki district.
The court observed that limiting restrictions to a few villages in one district alone is discriminatory and ruled that for every construction in government-assigned land, land owners must obtain the NOC from the village authorities.
