"I declared the programme, inviting recommendations from Block Congress Committees (BCC) and District Congress Committees (DCCS) on July 27 and all the nominations to the DCCs or PCC after that date have been quashed," Chowdhary said.

Virbhadra Singh had raised serious objection to the nominations made by the HPCC President to DCCs and PCC and said these were not in accordance with norms and demanded that all these nominations be cancelled.

Kaul Singh on the other hand justified the nominations as "constitutional" and maintained that these had been made in consultation with DCCs and PCC.

However, Singh held that recommendations made by these bodies for tickets for Assembly polls would make the entire process of selection of candidate a farce and insisted that either these nominations be quashed or application for party ticket be invited directly by the PCC.
