Assam Director General of Police, Mukesh Sahay today said security will be provided to the National Register of Citizens Seva Kendras during the publication of the draft NRC due in December.
"We are studying the situation and making plans to provide fixed security to the NRC Seva Kendras. We are trying to analyse the situation and sharing intelligence among the different security forces," Sahay said at a press conference here.
Responding to queries about reports of possible socio-political conflagration in the run-up to the publication of the draft NRC, the DGP said, "It is an emerging dynamic situation and a strategy has been put in place for a quick response team. At this moment the situation is not sensitive".
Asked if the anti-insurgency Unified Command Structure in operation in the state would play a greater role in providing security, he said, "law and order is exclusively a subject of state police. Police will have to marshal law and order, which is a clear mandate of state and state police and we will have to discharge our mandate".
"But other foot prints are also important. The army can be asked to play a proactive role in the border areas. The unified commands structure is there. Many security forces are working under it. .
. army, paramilitary forces and all sorts of Central forces are there", Sahay said.
"A meeting of the Unified Command Structure was held here recently and everyone was sensitised. Everyone agreed to put their best foot forward for smooth NRC process".
On requisitioning additional central forces for providing security at the NRC Seva Kendras, the DGP said, "we have sought support depending on our need. We will request more if the need arises. The forces needed is being worked out depending on exigencies".
He also informed that a high level interactive meeting was held in Guwahati today on NRC updation process with the participation of the Registrar General and Census and Commissioner of India, both state and Central Government officials, NRC State Coordinator, political parties and 39 stake holders.
Officials there assessed the situation and said the NRC process will take place as per law and no genuine Indian citizen needs to be apprehensive about being left out of the Register, Sahay said.
"All Indian citizens will be helped for their parental verification to establish their Indian citizenship. These meetings are being held to prevent law and order situations.
"Rumours are on to spread misinformation and mischief. Any effort to take law and order into one's hand by any quarter will not be allowed", he added.
Sahay also informed that Additional Director General of Police Mukesh Agarwal has been appointed as the Nodal Officer for counter operations against social media and mainstream media reports on rumours.
