"On core biodiversity, we are spending USD two billion. Whereas ODA, it is only USD six billion per annum. Somewhere, the amount has to go up if we have to meet those 20 targets," Hem Pande, Joint Secretary in the Union Ministry of Environment and Forests, told reporters here.
