Odisha relaunches scheme to regularise unauthorised projects

Odisha government today relaunched an amnesty scheme, 'Sarbakhyama Yojana', to regularise unauthorised constructions and projects.

The latest version of the scheme--'Scheme for regularisation of Unauthorised Construction, 2018'-- was announced by Odisha's Housing and Urban Development Minister Niranjan Pujari.

Under the scheme cleared under Planning and Building Standards Regulations, the unauthorised and illegal constructions can be regularised by paying a specific fee amount and furnishing the building plan copy along with construction guidelines, No Objection Certificates (NOC) including fire safety certificates to the development authorities.

"The amnesty scheme intends to give an opportunity to every citizen for regularising unauthorised construction undertaken within the development area concerned, prior to the date of the commencement of the scheme, by way of compounding on payment of fees at the rates prescribed in the scheme, so as to bring it into the fold of authorised development," Pujari said.

 

The scheme is applicable to unauthorised constructions that are structurally safe and do not affect any public interest or safety or interfere with any public activities and do not contradict provisions of any other Act, rules and regulations, he said.

In case of mega projects, the minister said, it is mandatory for the builder to obtain infrastructure development NOC from the municipal authorities concerned. To register a house under Zero Set Back, an applicant has to get NOC from the neighbour, it added.

The funds collected from this scheme would be credited into the CDP Infrastructure Development Fund (CIDF) and mainly be used for parking infrastructure in the development authority areas.
