The state planning department headed by the chief minister in an order issued today authorised the departments to utilise the funds in full.
The district plans have been segregated from the state sector during the current fiscal as it is the first year of 12th Five Year Plan.
Administrative departments and heads of the departments will continue to monitor implementation of the district schemes and give technical guidance but the schematic break-up will be decide by the District Development Boards.
