Only 52 handicapped persons supplied cars at concessional rate

Only 52 differently-abled persons have been supplied cars on concessional excise duty rate under a government scheme in 2014, down from 63 persons in the previous year.

The number of differently-abled persons who were supplied cars after issuance of an excise duty concession certificate was 52 up to December 12, 2014. However, there were 63 such persons in 2013, 46 in 2012 and 84 in 2011, according to the Heavy Industries Ministry data tabled in the Lok Sabha today.

The Department of Heavy Industry has framed guidelines for issue of an excise duty concession certificate on purchase of cars by the physically handicapped person.
 

The applicant is required to submit three documents to obtain an excise duty concession certificate for buying a car.

The documents include a medical certificate from the Medical Officer of a Government Hospital; a certificate from the manufacturer of a passenger car to the effect that a booking has been made with them and that the passenger car to be delivered has specifically been designed or fitted with special control devices or gadgets, depending upon the type of disability of the person; along with a self-certification.

The self-certification entails that the handicapped person has not availed of this concession in the last 5 years and that he will not dispose of the car with excise duty concession after purchase for a period of 5 years.
