The Uttar Pradesh Public Service (Promotion for SC, ST and Other Backward Castes) (Amendment) Bill, 2012, has already been passed by the state Assembly.
The Bill was referred to the Select Committee of the Upper House, where BSP is in majority, by voice vote.
The legislation was tabled in the Council by Leader of the House Ahmad Hasan, who said that BSP government made provision for reservation in promotion which led to litigation.
He said the matter reached the Supreme Court which had rejected reservation in promotion and in compliance with the order, the government has brought the measure.
Hasan urged opposition members not to get entangled in politics and ensure that it is not referred to the Select Committee for scrutiny.
Accusing the SP government of having 'anti-dalit mentality', Leader of the Opposition Naseemudidn Siddiqui questioned whether any survey was carried out on certain points raised by the apex court.

Hasan said there was no provision of reservation in promotion in the Constitution and alleged that the law framed by Mayawati government did not exist anywhere in the world.
The apex court had in April quashed the then UP government's decision to provide reservation benefits for SCs, STs and OBCs in promotions, saying the state failed to furnish sufficient valid data to justify the move to promote employees on caste basis.
BSP supremo Mayawati has demanded that the Centre bring a Constitutional amendment bill to provide for reservation to SC and ST government employees in promotions.
