Oppn creates ruckus in Goa assembly over government circular

The monsoon session of the Goa assembly began on a noisy note today with opposition benches creating ruckus in the House over a circular issued by the state government.

When the session began at 11.30 am, the Congress sought to move an adjournment motion demanding a discussion on the circular that bars the government officials from visiting the residences of legislators.

The main opposition party demanded withdrawal of the circular.

Speaker Pramod Sawant, while disallowing the motion, said the issue is scheduled to be discussed tomorrow.

But the opposition benches, led by their leader Chandrakant Kavlekar, refused to pay heed to the speaker's statement and continued raising the issue.
 

Even as the speaker called for start of the Question Hour and Nilesh Cabral (BJP) raised his query, the Congress MLAs and the lone NCP legislator Churchill Alemao demanded the House consider taking up their motion.

"Not allowing the adjournment motion is against rules. You are the custodian of this House," said Luizinho Faleiro (Congress), addressing the speaker amid noisy scenes.

Aleixo Lourenco Reginaldo (Congress) said the decision to move the adjournment motion has been taken by the entire opposition and the speaker should honour their sentiment.

As the noisy scenes continued, the speaker adjourned the House for 15 minutes.

When the session resumed, the opposition showed no signs of relenting on its demand.

Chief Minister Manohar Parrikar said he was ready to discuss the issue during Zero Hour.

"I have no ego issue. But there is no need to withdraw the circular. Their problem can be solved," he said.

The opposition was not satisfied with his statement and continued disrupting the proceedings. The opposition members rushed to the Well of the House, leading the speaker to adjourn the proceedings again.
