Chief Secretary Madhav Lal, while chairing the periodical meeting of Committee of Secretaries here yesterday, conveyed the direction of Chief Minister Omar Abdullah to the Administrative Secretaries regarding empowerment of Panchayat Raj institutions, the spokesman said.

He asked the secretaries to issue detailed orders regarding "operationalisation of powers" to panchayats within the next 10 days.

Panchayat elections were held in the state last year after a gap of over 30 years and the government then promised devolution of powers to the grassroots representatives.

The Chief Secretary also asked the officials to select priority activities in their departments to be completed within a fixed time frame.

"Every department should identify three to four activities which thus undertaken should be accomplished in six months," Lal said while underlining the importance of an outcome-based approach in administration.
