Soon after getting the assent, sources said, parliamentary secretaries who would have the rank of minister of state, would be appointed.
The number of parliamentary secretaries would be decided by Chief Minister O Ibobi Singh who is now in New Delhi to meet central party leaders to discuss the issue, Congress sources said.
Party sources said there was wide discontentment among Congress MLAs who could not be accommodated in the 12-member ministry headed by O Ibobi Singh.
Congress has 42 MLAs in 60-member assembly.
