The Speaker disallowed the calling attention motion of BJP member Rajiv Bindal, saying that as a magisterial enquiry has been ordered into the incident, the discussion should be held after the submission of enquiry report.

Reacting to this, the other BJP MLAs demanded discussion on the issue and asked Butail to admit the motion.

Meanwhile, the statement made by Chief Minister was also not clearly heard in this din.

As soon as the chief minister started making the statement, BJP members created ruckus and some Congress members also joined the issue, opposing the demand of the BJP.

The constable fired at the leg, but Panwar decked and the bullet pierced through the abdomen resulting in excessive bleeding and his death in IGMC hospital last night, police said.

Another youth was also injured in the firing, police added.
