Panel suggests upgrading scale of AIIMS professors with 10-yr

A committee, set up to re-frame rules and regulations of AIIMS, has recommended that 40 per cent of its professors who have already put in ten years of service may be upgraded to higher administrative grade scale.

"Forty per cent of the sanctioned strength of professor cadre in AIIMS who have already put in 10 years of service in this rank may be upgraded to higher administrative grade (HAG) scale without compromising on work standards which should be laid down," according to recommendations of the Venkatachalam committee.

The Venkatachalam Committee, constituted in May 15 last year for re-framing rules and regulations under the AIIMS Act, 1956, has submitted its final report of recommendations to the Union Health Ministry.
 

"There is a need to enhance financial powers of Director AIIMS, the President and the Governing Body, such as power to approve new constructions, approve maintenance of buildings and special repairs, write-off powers, etc.," the panel said.

It also stressed that highest standards should be maintained in promotions, and work standards should be prescribed by AIIMS.

"The Institute Body of AIIMS, which is the highest decision-making body of the premier institution, should meet at least once in a year and similarly the Governing Body should meet at least once in a quarter.

"If a member remains absent in three meetings consecutively without information, his or her nomination should be withdrawn," the committee suggested.

The committee has stated that there can be four posts of sub-deans -- Academic, Research, Examinations and Nursing. The post of sub-dean (Nursing) can be created under the Principal of the College of Nursing.

Also, clear guidelines for appointment of deans should be incorporated in the Regulations. Besides, assessment promotion scheme and guidelines for its operation should be incorporated in the Regulations, the panel said.
