Panun Kashmir slams J-K rehabilitation policy for ex-militants

Hitting out at Jammu and Kashmir government's rehabilitation policy for ex-militants, targeting especially the "Nepal route" taken by the "returnees", a body of Kashmiri pandits today said that the practice negates gains made in the battle against militancy in the state.

"The return and rehabilitation policy for militants in PoK has formally opened illegal floodgates for Pakistan citizens to settle in Indian territory forever as first class citizens (of the country)," Ajay Chrungoo, president of Panun Kashmir, told reporters here.

"J-K government has been pressurising the (Union) government to recognise the 'illegal immigration from Nepal route' as a genuine passage for the 'returnee ex-militants'," he alleged.
 

"What guarantees does the government have that these 'ex-militants' would not prove (to be) Trojan horses in the long run," Chrungoo added.

This policy has the potential to ultimately negate all the gains secured over the years in the fight against terrorism in the state, he said.

Chrungoo said that under the said policy, three entry points - JCP Wagah-Attari (Punjab), Chakan-da-Bagh and Salamabad crossings (J-K) and Indira Gandhi International Airport (New Delhi) had been identified for the return of former militants.

But the 'Procedure', as spelt out in the 'Policy' adopted by the government in 2010, had been given a complete goodbye with the 'returnees' being permitted to take the Nepal route, alleged Chrungoo.

"The procedure to adopt Nepal route illegally envisages the violation of a number of national laws, bilateral treaties and international conventions," alleged Chrungoo.
