A Parliamentary panel today recommended evolving a national policy for creation and abolition of Legislative Councils in states so that the second chamber does not depend on the "whims and fancy" of any newly-elected government.
Parliament's Standing Committee on Law and Personnel in its report on the Rajasthan Legislative Council Bill has said there is a need to evolve a national policy conscientious with regard to creation/abolition of Legislative Councils.
It said the "status of the second chamber (of the state legislature) cannot be of temporary nature depending on the mood of the government or the day".
The report said it cannot be abolished once created at the "whims and fancy" of a newly-elected government in the state.
The Committee approved the creation of the Rajasthan Legislative Council.
The Legislative Council in Tamil Nadu was abolished by AIADMK founder M G Ramachandran in 1986 when he was Chief Minister. Recently, it was revived under the rule of the DMK.
Last month, the Union Cabinet approved a proposal to set up a Legislative Council in Assam. The second chamber in Assam was abolished after Independence.
