Noting that the public transport system in the NCR needs a "total revamp" due to lack of coordination among nearly 27 agencies, a parliamentary committee has proposed formation of a Group of Ministers(GoM) or a Task Force to suggest the most workable mechanism.
In a report tabled today in parliament, the standing committee on Transport, Tourism and Culture said it decided to examine the issues relating to public transport in NCR in the background of the gangrape of a medical student in a running bus in Delhi last December.
The committee said the bus involved in the incident moved freely without being noticed or stopped at several barriers despite plying without a permit.
In the report, the panel said that in the absence of a unified law governing urban transport in the country, various agencies in NCR were enforcing rules in isolation.
It said that in Delhi, planning is with the Urban Development(UD) ministry, management of traffic with Delhi police and Delhi government's Transport department issues licenses and registers vehicles.
"From planning to enforcement, each ministry or department performs its duties exclusively without having any formal coordination between them," the committee said.
