The person was caught red-handed by the public while trying to break open the machine at Kacharigaon under Tezpur police station and handed over to the police.
The 50-year old, identified as Anay Dole of Pratapnagar in Maharashtra, was camping at a hotel here for the last one month and was also carrying fake identity cards of army and central excise.
During interrogation, he claimed his wife was working as a nurse at 181 Military Hospital at Tenga in Arunachal Pradesh.
The police have registered a case against him and further interrogations were on.
