A public interest litigation in the Bombay High Court has alleged that the Maharashtra government violated the model code of conduct by transferring or promoting the officers after the announcement of Assembly elections on September 12.
The state would be going to the polls next month.
Hemant Patil, the petitioner, has alleged that even after the model code of conduct came into force, officers in various departments were transferred or promoted.

This violates the model code, it says, seeking a direction to chief election commissioner and the state election officer to take action against the administration.
The petitioner, who heads a Pune-based political outfit, also alleges that political parties were spending huge amounts of money on the campaign, organising rallies without seeking permission, paying the media for planting news reports, etc.
The petition may come up for hearing next week.
