PIL on allotment of slots to FTA channels dismissed

The Madras High Court bench today dismissed a PIL seeking to declare as null and void allotment of 23 slots in Mid, super, Hyperbands to Free-to-Air Tamil channels for telecast all over the state by collecting carriage fee based on the resolution of Tamil Nadu Arasu Cable TV Corporation.

Justices S Manikumar and G Chockalingam dismissed the petition saying it was not a PIL and petitioner Amar had no locus standi to file it.

Amar submitted that TACTV has resolved to allot 23 slots in the mid, super and hyper bands to FTA Tamil channels for telecasting throughout the state (except Chennai Metro Area and Coimbatore City) by collecting carriage fee.
 

Tender had been called for only 23 slots of the 106 slots on fixing carriage fee for the channels, leaving behind prime band, semi colour band, S Band Super band and U Band UHF Band, he said

He contended that the Corporation had 'discriminated' among pay channels and FTA channels as the tender had forced free channels to pay carriage fee.
