"12th Five Year Plan working group on women's agency and empowerment has recommended a review of all laws to make mothers as equal guardian of their children and to recognise that, since, normally it is the mother who primarily looks after children, she should be listed as the first guardian," Minister of State for Personnel and Public Grievances V Narayanasamy told Lok Sabha in a written reply.
It has also recommended review of all regulations and rules to ensure the mother's signature as a guardian of her children is accepted in all offices, institutions, etc.
"The report of the working group has been submitted to the Planning Commission for consideration," Narayanasamy added.
