The Ministry of Road Transport and Highways has alleged that the Planning Commission is contradicting itself on its views on formation of a regulatory authority for the road sector.
The Planning Commission earlier in a letter to the Road Ministry had said that "not much useful purpose would be served by setting up the proposed regulatory authority for the road sector".
In his reply, Road Secretary Vijay Chibber has said that the ministry is "unable to comprehend this contradiction in the views of the Planning Commission".

"On the one hand, you are asking for an overarching regulatory framework and constitution of regulatory commissions and appellate tribunals, and on the other you are saying the proposed regulatory body would not serve the purpose," Chibber said in the letter.
The Planning Commission had sought views from various stakeholders and the general public on the Draft Regulatory Reform Bill, 2013.
The Bill aims at creating a legislation which will monitor the working of sectoral regulators, gauge their accountability while maintaining their independence.
It suggests that regulatory commissions and appellate tribunals will have an institutional framework.
The Bill also aims at constituting tariff regulatory commissions for determination of tariffs in the provision of goods and services in public utility industries where competition is either restricted or the prices of such goods or services are determined by the government or an entity owned or controlled by the government.
