The Comptroller and Auditor General today slammed the Maharashtra Industrial Development Corporation (MIDC) for not devising a system to ensure plots are only used for the purpose for which they are allotted.
The CAG report on Public Sector Undertakings for the year ended March 31, 2016 was tabled in Maharashtra legislature today.
The report observed that since there is no system in place allottees are involved in change of use and subletting without permission.

Further, the violations of its own instructions by the field offices and failure in taking penal actions defeated the very objective of maintaining the balanced development if the area as provided in the Development Control Rules (DCR).
The CAG suggested the government to put a system in place to conduct surveys of industrial areas and units at regular intervals to ensure that the land allotted is being used only for the intended purpose and change in use and subletting is made only with proper authorisation.
"Penal provisions should be invoked including repossession of plot where violations were noticed in a time bound manner," it stated.
It further asked MIDC to maintain and monitor records/registers to ensure that subletting permissions are renewed on expiry of original permissions.
