"The IP address from which the video clips were uploaded is out of India. We have initiated process to send Letters Rogatory to get details regarding the same from Google/Youtube," an affidavit filed by the city police's cyber crime cell stated.
A letter rogatory is a formal request from a court to a foreign court for some type of judicial assistance.
The affidavit was filed in reply to a public interest litigation moved by Congress member Ameen Mustafa Idrisi seeking direction to Maharashtra government to remove the movie clips from all websites and block them.
Public Prosecutor Revati Dere today told the court the government has already initiated correspondence with the concerned authorities of web portals like Google and Youtube. "Earlier 44 videos were uploaded out of which 43 were deleted immediately and later 27 videos were uploaded out of which 23 were deleted," she said.
The affidavit further stated that on September 14 an FIR was registered by the cyber crime cell under section 295 (A) of Indian Penal Code for deliberate and malicious acts and under the Information Technology Act and inquiry was on.
Advocate Ejaz Naqvi, appearing for the petitioner, however, argued that the FIR should also include sections 153 (promoting enmity between religious groups) and 290 (a) (causing nuisance) of IPC.

A division bench of Justices A M Khanwilkar and R Y Ganoo directed the petitioner to make a representation before the investigating officer regarding this and asked the police to consider inclusion of the sections mentioned by the petitioner and submit a report on November 21.
In his petition, Idrisi has demanded criminal action against the top bosses of Google for letting the film that has "hurt the religious feelings" of Muslims across the world, stream online.
