This is the first occasion in the state when such an exercise is being undertaken for which the state election commission has issued a public notification.

There is a provision of Right to Recall of an elected representative of Nagar Palika under the act and the rules for recalling were notified in a Gazette notification in September this year.

The motion against the NP Chairman Ashok Jain was passed earlier this year for his alleged under-performance and now the voting on the motion will take place on December 12.

EVMs will be used in the election which is similar to general elections and counting of the votes will take place on December 14, according to the notification issued yesterday.

In general elections, voters caste their votes in favour of candidates whereas in this election, the voters will have to select one out of two choice, one in the favour of the motion and the other against the motion, according to an official of the election commission.

Sources said that the councillors blamed Jain, who was elected as an independent candidate in November 2009, for under performing.

When contacted, Jain said that the allegations levelled against him were totally "politically motivated" and he was targeted because of his works in the favour of public.
