"A matter of serious concern that I would like to flag on this occasion is the tendency in some states to enact legislations through Ordinance.
"Ordinances should be normally promulgated in the event of immediate need," he said in his address at the Diamond Jubilee Celebrations of the Tamil Nadu Assembly.
"Such ordinances should normally die a natural death if the Assembly fails to ratify them. It is very disturbing if they are re-promulgated again and again without legislative sanction. Such action in my opinion is diversion of Constitutional scheme," he said.
He noted that ordinances need to be brought in only during an urgent need and it has to be ratified by Parliament in its next session.
But, the President said, some states re-promulgate the ordinance and issue it again which is not the right practice.
He reminded the governments that there is need for utmost caution in matters of legislation, money and finance and said elected representatives have exclusive control over money and finance.
"With the heightened complexity of administration and legislation, Legislators must ensure adequate discussion and scrutiny before passing of legislation," he said.
