Garware dashed the hopes of the top-seed with a display of steady tennis to post a 6-4, 6-2 win.
Singh hardly found her rhythm and succumbed to a shock defeat against a determined rival.
The Maharashtrian player will now meet Ishita Singh in the quarterfinals.
Karnataka's Prathiba Prasad, seeded 16, bundled out the second seed Kavya Sahni of Uttar Pradesh, 7-6, 6-2 in the last 16.
The top two seeds in the boys section moved into the last eight, albeit in contrasting styles.
While the top-seed Megh Bhargav Kumar Patel of Gujarat came through in three sets against Atharva Sharma of Maharashtra (16th seed), second seed Calvin Gomes won in straight sets against Sai Karthik Reddy of Telangana.

Patel was in good form but a lapse of concentration saw him drop the second set before recovering to win the decider.
