"The situation is pathetic at Rajkeey Bal Grih at Shivkuti. Children are being served stale food. Authorities at the children's home are indifferent towards maintaining records of girls who are adopted by couples from the city or elsewhere. During a random check, records of as many as 20 such girls was missing," NCPCR member Yogesh Dube, who inspected the home, told reporters here.
He said, "There seems to be little focus on making the home secure for the girls despite the horrible incidents that had happened there in the recent past...The investigation into the rape of the three inmates appears to be far from satisfactory."
The 50-year-old chowkidar Vidyabhushan Ojha was arrested earlier this month following an FIR based on complaints made by the adoptive parents of a girl from the home.
During police interrogation, Ojha confessed to raping three girls of the home, following which his services were terminated while 10 other employees, including the then superintendent of the home Urmila Gupta, were suspended.
Gupta and three other employees were subsequently arrested for failing to raise an alarm and take appropriate action despite allegedly being aware of the ghastly deeds of Ojha.
The incident had sent shock waves across the country and prompted the Allahabad High Court to take suo motu cognisance of the matter and issue strict guidelines to the Uttar Pradesh government for ensuring exemplary punishment to those found guilty of such crimes. PTI NAC
