"Winnability will the main criterion for alloting tickets," he told reporters here.
Mishra said BJP leader Rajiv Bindal did not quit the Himachal Cabinet under pressure.
He was interested in the party work and was brought in the organisation, the BJP vice-president said.
The party had started preparations for the upcoming assembly election, he said.
